The article focuses on the concerns and challenges of protecting or relocating communities threatened by sea-level rise and climate change in context of takings claims and government land-acquisition programs. It mentions governmental decision build hard infrastructure that would protect land from sea-level rise and flooding and maintaining infrastructure and government services. It also mentions whether takings liability should exist for government inaction as well as governmental action.
