- Abstract
The article focuses on need of attention on majoritarianism in administrative law and bureaucrats are unelected but locates accountability in other features of the administrative state. It mentions electoral administration might teach about more common approaches to administrative governance and democratic legitimacy, the connection between voters and the bureaucracy. It also mentions constitutional structure of democracy rather than embrace intentional constitutional complexity.
