- Abstract
The article introduces the testimony given by Edward P. Lazarus, partner at Akin Gump Strauss Hauer & Feld, LLP, to the U.S. Senate Committee on Indian Affairs Hearing on the Indian Health Care Improvement Act. The hearing was held on March 8, 2007. The hearing concerned the reauthorization of the Indian Health Care Improvement Act. Lazarus, a constitutional scholar, testified that in establishing the Urban Indian Health Program, Congress did not create a racial classification.
