- Abstract
This paper describes several experiences at the University of Chicago in the governance of health and other human services in urban low-income black communities. From these experiences it derives principles for the governance and the administration of such systems. These principles emphasize community ownership and authority through a structure often employed in other human service systems, the board of directors.
