- Abstract
The creation of the department of Risaralda in 1966, whose campaign was based on the premise of the construction of Colombia's "pilot department", established the emergence of a new regional power camp in the country. However, the projection of that promise was only and exclusively a rhetorical element in the separatist campaign, which completely vanished in the administrative political functioning of the new territorial entity from its inception due to conflicts of interest of the liberal and conservative parties, and their factions in the struggle for political power.
