- Abstract
The article discusses the assessment of key issues concerning delays in program implementation in defense acquisition in the U.S. The author refers to his own investigation, a systematic review of testing delay programs, other causes of program delays, and other factors such as the marginal cost incurred, duration, and operational tests. Aspects identified to have caused delays in program implementation include manufacturing and development, developmental testing, and operational testing.
