- Abstract
The article discusses the relationship between civil society and local state in the rural-urban fringe. The authors examine the nature of relationship between a rural community in close proximity to the city of Dublin, Ireland. They argue that attempts to influence policies by the residents' associations are undermined by powerful developers and land owners, resulting to cynicism towards public participation process affecting the probity of the planning system.
