- Abstract
In this article, the author discusses the outcome of the higher-education system reform in Pakistan in 2002. He asserts that the revamp has resulted more research papers and greater visibility for Pakistani research. He notes that it also resulted the absence of external peer evaluation. He points out that the strongest criticism of the initiative was the authority given to Higher Education Commission to become the initiator, implementer and evaluator, which makes accountability problematic.
