- Abstract
The Center for Higher Education Development believes that the right to award doctoral degrees will prevail for universities of applied sciences (HAW). In Germany, half of the federal states have granted HAW the right to confer doctorates, but this is not widespread. Some federal states restrict the right to certain subject areas or thematic clusters, while in other federal states, it is tied to inter-university doctoral programs. Saarland and Rhineland-Palatinate have announced the introduction of selective doctoral rights, while the Science Council is currently evaluating this in Hamburg. In federal states without doctoral rights, HAW graduates can either pursue a doctorate at a university or through a cooperation between an HAW and a university. In 2021, 90% of doctoral candidates at HAW were involved in such cooperative projects. In 2021, a total of 2,276 individuals obtained a doctorate at an HAW, which corresponds to one percent of all doctoral students.
