- Abstract
The article analyzes the effects on academic performance in public schools in Ohio following the state's Educational Choice Scholarship Program (EdChoice) school voucher program for students in low-achieving schools, implemented in 2005. The author examines how the possibility of losing high achieving students to the voucher program impacted standardized test scores in public schools. School voucher programs in Florida, Milwaukee, Wisconsin, and Washington, D.C., are also examined as a point of comparison, as well as data available to the public from the Ohio Department of Education. The author concludes that the largest academic gains as measured by standardized test performance in public schools were made by the highest and lowest achieving students.
