- Abstract
In Napa County, California, the environmental health program traditionally has been funded partly by general-fund revenues, particularly from property taxes, and party by fees charged to consumers. Fee-based financing also will protect the program against cuts in personnel because county decision makers will know that if they reduce the program, they'll lose revenues from the associated fees. Inversely, particular environmental health programs may be sheltered from funding difficulties if their fees are kept entirely separate from other parts of the environmental health program.
