- Abstract
An essay is presented on the reallocation of governmental authority over the capital formation activities of businesses in the U.S. The author argues that to achieve an efficient reallocation of authority over capital formation, it will require both state and federal regulators should abandoning their battle to protect their turf against encroachment in their authority on securities registration. Moreover, the U.S. Securities & Exchange Commission (SEC) should also enhance the market economy.
