- Abstract
For almost seventy years, the UN has been an important arena for the discourse on development relating to developing countries. During 65 of these years, the UN has also been a provider of development assistance. The question raised in this article is: Has the UN system made a difference and, if so, what kind of difference? The focus is directed on the system's generation of goals, norms and strategies for international development. Over the years, the political and economic environments have changed - globally as well as in individual countries North and South - as have mainstream development paradigms. The article presents and discusses development goals generated by the UN system and the way the system, in different periods, has manoeuvred to attain them, outlined in development strategies for the four UN development decades and for realizing the Millennium Development Goals (MDGs). The attention has, in particular, been directed towards «the first UN» (the governments) and «the second UN» (the secretariats).
