The article reports that the postal rate increase pinches small publishers in the U.S. According to David Straus, postal counsel for American Business Media (ABM), the rate increases effective July 2008 raised the mailing costs of smaller publishers from 15% to 20%. It emphasizes that printers and third-party companies charge handling fees for those various publishers taking advantage of the benefits of co-mail and co-palletization. It cites that it could take several years before there is enough co-mailing capacity available and for handling costs to drop. It emphasizes other factors contributing to smaller publishers' dilemma which include the higher paper costs and the downward trend in advertising pages.
