- Abstract
The article stresses the need to reframe the U.S. National Labor Relations Act (NLRA), as of 2011, into a policy that would fit the needs of workers, employers and the economy. The author proposes elements for a new policy including the Employee Free Choice Act (EFCA), elimination of outdated doctrines, and to erase labor distinctions between employees and supervisors. The inclusion of contract workers in bargaining units is also suggested. Full implementation of the proposal is advised to break away from the stalemate in labor relations policy.
