- Abstract
John L. Lewis' address at the 1935 American Federation of Labor (AFL) convention functioned as an important rationale for the formation of the Congress of Industrial Organization (CIO), which quickly became the nation's largest organization representing unskilled workers. This essay examines the ways in which Lewis argued against the AFL's model of craft-based unionism. Although Lewis failed to persuade the AFL, he succeeded in positioning himself as the leader who would lead the nation's unorganized laborers.
