The article presents a speech by Antonio Guterres of the United Nations High Commissioner for Refugees (UNHCR) at the Fifty-Seventh Session of the Executive Committee of the High Commissioner's Programme in Geneva on October 2, 2006. He discusses the major challenges of UNHCR including the reassessment of organizations mission, the structural and management reform, and renewal of top management. It presents the goal of the organization to be a recognized protection agency focused on refugees.
