- Abstract
The article discusses the multi-national Anti-Counterfeiting Trade Agreement (ACTA) on intellectual property protections as of September 2012, including an analysis of the concerns raised regarding U.S. President Barack Obama's statement that he would enter into ACTA as a sole executive agreement. In 1952, U.S. Supreme Court Justice Robert H. Jackson used the phrase zone of twilight to address the American separation of powers doctrine and the exercise of concurrent authority.
