The author focuses on the methods used by credit rating agencies in determining the grades of the municipal and government bonds in the U.S. He examines the statistical methods used by financial analyst John Moody in determining the credit rating of the country through the help of quantitative techniques such as collateral simulations and cashflow waterfall analysis. The author also recognizes the benefits of using the technique due to its success in providing corporate credit ratings.
