The author discusses the U.S. Federal Communications Commission's (FCC) initiatives in May 2015 to extend modern communications technology to members of low-income households and low-income Americans with vision and hearing loss. Topics covered include the availability of specialized communications and Internet access equipment via the iCanConnect program and the proposed restructuring of the Lifeline program to cover broadband as well as phone service.
