- Abstract
The article examines the history of the regulation of maximum railroad rates in the U.S. It concentrates on the rules and findings of market dominance such as on how they influence the power of the Interstate Commerce Commission (ICC) and the Surface Transportation Board (STB) in regulating maximum rates. It includes a discussion of the issues of product and geographic competition as means for defending against a finding of market dominance.
