- Abstract
The Build-Operate-Transfer (BOT) model encourages the participation and direct investment of the private sector in long-term governmental infrastructure projects. Since the 1980s, many governments have been using BOT as a new approach to reduce fiscal deficits and to promote administrative efficiency. In Taiwan, BOT has gradually developed an important role. The Taiwan High Speed Railway (THSR) project, which may be the largest-scale BOT project in the world, was designed to be a modern model of public-private partnership (PPP). Implementing this BOT project has not only forced Taiwan's government to examine and modify its existing legal and administrative institutions in response to BOT projects, but it has also challenged both the public and private sectors to learn to operate in a highly dynamic administrative and legal environment. This study presents issues and lessons learned from this project.
