- Abstract
The article presents a detailed discussion on the federal-state system of unemployment compensation in the U.S. A critical analysis of the Federal Social Security Act, is summarized, outlining its limitations and rigidness. The term 'wages' is described as ambiguous. The adoption of a compulsory system, is compelled by the Social Security Act, which requires direct taxes on employers. It is stated that rigid rules are imposed on the utilization of separate reserve accounts for individual employers.
