- Abstract
This article presents the results of a comparative analysis of the local public gender policies implemented in two cities belonging to the Mercocities Network, based on the identification of the general guidelines established by the Gender and Municipal Thematic Unit of the Network of Mercocities (UTGM). An analysis was made of the official documents issued by the UTGM with the aim of defining the general guidelines recommended by that unit in terms of design, execution and evaluation of public policies on gender issues. Subsequently, two cities were selected based on their demographic similarities and the institutional trajectory of participation in the Mercocities Network as an articulation space, with the municipalities selected being the Municipality of Montevideo (Uruguay) and the General Pueyrredón Party (Argentina). Finally, public policies projected locally for both cities were surveyed and compared. Regarding the results obtained, it is first of all argued that the priority theme of the UTGM has been the mainstreaming of the gender perspective, from which two strategies that can be classified as co-assistive tools are established: the institutionalization of the instances of local governments aimed at the execution of specific public policies and the gender sensitive budget. The analysis of the public policies of the selected municipalities allows to present a classification of the models of approach adopted by the local governments, namely: 1) the "city model of the emergency", which has as a fundamental note the presence of solutions of short term to the problem of gender and the repair of extreme cases of gender violence as main objectives; and 2) the "integral city model", characterized by the instrumentalization of public policies mainly through medium and long-term Equality Plans of a cross-cutting nature that are executed along with actions aimed at mitigating the immediate consequences of gender inequalities.
