Abstract
This article informs that with a large field of runners taking off in the race for the new leader of the Conservative Party, David Davies, plans to make a commitment to vouchers. If he wins, he will then impose the policy on the party without further discussion. One man unlikely to favour vouchers is Kenneth Clarke, who had no time for them when he was Education Secretary. At the time of writing he has not yet announced whether he will enter the race, though he would be a formidable candidate if he chooses to run again.
