- Abstract
This article examines the passage of a 1972 international law banning the dumping of radioactive waste into the oceans. It was one of the earliest significant successes of the environmental movement. However, the author suggests that much of the status quo persevered after 1972 despite the widespread and growing support environmentalism was receiving. Despite U.S. President Richard Nixon's many initiatives, the author argues that most of the environmentalism of this era was symbolic. The details of the agreements allowed the continuation of existing practices.
