Advanced Development of Outbound Tourism in China: From the Perspective of International Comparison.

- Abstract
The late 1990s and early 2000s have witnessed a dramatic development of outbound tourism from Mainland China with an average annual growth rate of over 20%. This outburst can be attributed to the large population and prosperous economic development. In 2002, the number of outbound tourists from Mainland China reached 16. 6 million, and surpassed Japan (16.52 million) to be the number one generating country in Asia. The significant growth of outbound tourism is accompanied by the increase of GDP per capita from US $ 1000 to US $ 2000 in China in the same period. Although policy has a great influence, it is the economic factors or effective demand that plays a vital role in influencing the development of outbound tourism, and outbound travel is highly related with GDP per capita. Because of this, some scholars claimed that has entered a new stage of consumption. Some even put forward that there will be a burst of outbound tourism when the GDP per capita exceeds US $ 1000, and long-haul international travel when the GDP per capita exceeds US $ 3000. Based on a comparison of the historical development of outbound tourism in Japan, South Korea, and Taiwan, this study revealed that there will be a remarkable development of outbound tourism only when the GDP per capita exceeds US $ 10000, and a steady growth of outbound tourism can only be found when the GDP per capita increase from below to over US $ 10000. The study concludes that the development of outbound tourism in Mainland China outpaced the economic development as evidenced by the huge number of outbound travelers and their average spending compared with GDP per capita of the country. The reasons of this phenomenon were discussed in the paper. Among all the factors that matter, the most critical one is the polarization of income.
