- Abstract
Driven by interests of political and economic nature, cities will grow, multiply and differentiate as time changes. However, they are also increasingly more immersed in a dynamic of global scale. In Brazil, the paths shown by the City Regulations intend to respond to the general directives of the development of social functions of urban property and of democratic administration of cities through the participation of citizens and representative associations of diverse segments of the community in the processes of administration and urban planning. The three Regulatory Plans elaborated during the last 60 years in Salvador du Bahia are the referent to this work, while the valorisation of the discussion on democratisation in the conception of planning and the realization of the necessary changes for this process, are subsequent to the approbation of the City Regulation.
