- Abstract
Tbe summer of 2020 was marked by a series of bigb-profile police killings of citizens, highlighting excessive force as tbe most pernicious form of racial injustice in American policing. Tbe persistence of tbe excessive use of force problem over decades raises serious questions regarding wbat we know about police accountability, and has led some to argue for defunding or even abolisbing tbe police. However, the roadmap to effective police accountability is tangible and known. In tbis Article, we delineate eight guiding principles and eight strate-gies that have emerged as reoccurring themes in tbe pursuit of police accountability and transparency. Tbe principles and strategies of efective police accountability baveproven dimcult to implement and maintain, and we discuss tbe primag barriers to positive change. Despite these obstacles, we conclude witb a sense of optimism about the potential for real police reform in the immediate to near jiture.
