- Abstract
The article presents the text of an address by George Cooper, the past President of the East Texas Historical Association. He talks about John Nance Garner, a South Texan who was designated the point man on the Emergency Banking Bill of 1933 by U.S. President Franklin D. Roosevelt. He discusses Garner's involvement in the banking business, including his acquisition of the First State Bank of Uvalde in 1913. Also discussed are issues facing the banking industry in Texas during this period.
