- Abstract
The article reports on non-provocative defense, or non-offensive defense, a movement that challenges current North Atlantic Treaty Organization strategy. Wolfgang Schuben, a retired West German naval admiral, Cambridge University lecturer Frank Bamaby, and Albrecht von Muller of the Max Planck Institute in West Germany outlined this proposal which incorporates a security framework in which each country or alliance is strong enough to defend itself but too weak to attack others.
