The article examines the difficulty of deconcentrating poverty and promoting integration using the most common methods for increasing affordable housing like Housing Choice Vouchers and Low Income Housing Tax Credits (LIHTC) in the U.S. Topics discussed include patterns of economic and racial segregation; political subdivisions and significant economic inequality; and trend of the urban poor shifting to the inner suburbs.
