- Abstract
This study examines the staff and learners perception of ICT and WEB - based instructional programmes in the National Open University of Nigeria with the hope of determining - staff/learners' accessibility to online resources and programmes, specifically, the study sets out to investigate. The staff and learners' perception of ICT and WEB-based instruction with a view to identifying the staff learners' awareness/skills for online programme and to determine staff/learners' perception of assessment and evaluation through the use of ICT. Two hypotheses were formulated to guide the investigation. The study adopted the descriptive research design and the population was made up of all the students and staff (academic and non academic) of the National Open Universities of Nigeria. The sample size comprises of 300 students and 140 staff selected from each zone in all the schools at the National Open University of Nigeria using stratified random sampling technique to ensure equitable basis. Observation, interview and questionnaires were the major instrument for data collection. Some of the major findings of the study are that the perception of staff and learners about online programmes was found not to have anything to do with the level of usage of the staff and learners at the National Open University of Nigeria (NOUN). The number of staff and students that were aware of the online programmes and their usage has been as a result of other factors rather than awareness by the expected users. The study concluded by recommending that the management of NOUN should endeavour to make available adequate online programmes and to improve the level of efficiency and skills of their staff and learners through effective training and adequate workshops.
