- Abstract
The article discusses the authorization of domestic prosecutions for violations in oil record book on all foreign-flagged vessels by the U.S. Court of Appeals for the Fifth and Second Circuit. It reveals the rulings of the cases United States v. Jho and United States v. Ionia Management S.A. It explores the development of prosecutorial approaches in district court decisions and analyzes how the Second and Fifth Circuits expand the regulatory power of the country by examining their decisions on the said cases. It cites international and domestic laws that govern marine pollution.
