This paper provides a map of the central concepts in Fenno's studies of congressional committees. I review Fenno's definitions, the derivation of the concepts in his early research, and the place of each concept in his conceptual scheme. The limitations and ambiguities of each concept are identified, and a few suggestions for research are offered.
