The article presents a case study of American Indian advocacy at the end of the 20th century to evaluate the widely-accepted proposition that groups that lack political power litigate. Topics covered include how and why American Indians craft advocacy strategies, the increase in reported lobbying by American Indian tribes and organizations from 1978 to 2012, and variations in the lobbying efforts among Indian tribes.
