- Abstract
This article presents information about all National Institute discussion papers, which are now available on the website. The paper "Does means-testing exacerbate early retirement?," by James Sefton and Justin van de Ven, focuses on the private saving in Great Britain. The principal argument has been that the Government-- through its adoption of means-tested pension benefits-- is discouraging private savings at precisely the time when it ought to be encouraging individuals to save more for their own retirement. This view, however, fails to take into account the redistributive role played by means-testing of pension benefits. The paper "Building a stable workforce: recruitment and retention in the childcare and early years sector," by Heather Rolfe, presents findings from research aimed at identifying effective approaches to the recruitment and retention of childcare workers, conducted to assist Great Britain Government's Childcare Strategy.
