- Abstract
The article reports on the extent to which it is ethical to shape demand in the sector of public utilities. The author notes that, for corporations, this is a more difficult ethical question than for government bodies. In the late 1980's, public utilities and private corporations adopted supply and demand planning as an essential management tool, largely in response to international trends towards greater efficiency and increased competitiveness. The most common tools are pricing and incentives. In theory, raising prices through the rate-setting process or establishing incentives will reduce demand. Yet, implementing pricing and incentive demand management measures raises questions about the equitable distribution of the costs and benefits.
