- Abstract
Christian Henrich-Franke investigates the (diplomatic) negotiations that culminated in the foundation of the European Conference of Ministers of Transport. He explores why the sectoral approach to European integration, successfully applied to coal and steel, failed in the case of transport. Special reference is made to transport professionals. It is shown that the constantly changing general political set-up of European integration was the major factor in preventing the foundation of a supranational transport organisation. In addition Henrich-Franke demonstrates that the importance of transport professionals as policy makers was comparatively small with regard to institution building on the governmental level in the transport sector.
