- Abstract
The article reports on the shift in strategy by the European Union (EU) in identifying, deterring and returning intercepted migrants to Libya from sea patrols to aerial surveillance and the efforts by the civil society and migration advocates to match the EU strategy to protect the rights of refugees and asylum seekers. Also cited is the 2012 ruling by the European Court of Human Rights (ECtHR) that reiterated EU countries' obligations under the European Convention for Human Rights (ECHR).
