- Abstract
This paper describes an important and pervasive use of policy analysis as a retrograde tactic in bureaucratic politics. Employed by those opposed to a policy initiative, the retrograde tactic permits bureaucrats to delay and sometimes reverse political initiatives at various stages of the policy process through the demand for analysis. After placing the retrograde tactic into the general context of the bureaucratic environment, we focus on the case of the controversy over the appropriate size of the U.S. strategic petroleum reserve-a controversy where the demand for analysis was used as an effective retrograde tactic by opponents of expansion.
