- Abstract
After the Islamic revolution of Iran, led by Imam Khomeini establishing the political independence of the country, the elites' governance was different from that of the Pahlavi regime. The quality of governance has attracted attention four decades after the revolution, due to the execution of the sixth development plan, and the emergence of economic and political challenges such as inflation, unemployment, money supply, financial crisis in retirement accounts, budget deficit, corruption, political arguments and international sanctions. Therefore, considering the general policies, this study aimed to find out what impact the government's policy making has had on the quality of governance in Iran. Borrowing the new theory proposed by Fokoyama in relation to government, the performance of the government was investigated. The findings indicated that the political elites have relied on some particular policy making strategies which were against the macro-political and economic policies enacted. These were the most important elements that affected the quality of governance in Iran. The method of the study was qualitative focusing on document analysis.
