- Abstract
The article summarizes a study conducted by the SIIS Social Information and Research Service of the Eguía-Careaga Foundation for Oxfam Intermón. The objective of the study is to describe the functioning of wage supplements and identify the available evidence on their impact on the reduction of working poverty, access to employment, and wage determination. Wage supplements from various countries are mentioned, such as the United States, France, the United Kingdom, Belgium, the Netherlands, Sweden, Spain, and the Basque Country. These policies seek to reconcile support for low-income individuals and families with the promotion of their economic self-sufficiency through employment. Wage supplements, which are conditional cash transfers tied to employment, have gained relevance in recent years as a way to increase the incomes of low-wage workers and promote employment. These supplements can be independent of income guarantee benefits or linked to them. The article analyzes the extent of wage supplements in different countries, highlighting that in most European Union countries they were already widely extended before the 2007-2008 financial crisis. The impact of wage supplements on employment, wages, and poverty in different countries is also addressed. The text concludes that the design of wage supplements varies depending on the specific objective to be achieved, and it mentions employment-related conditions such as the minimum number of hours worked and minimum wage earnings as important elements in their design.
