The article focuses on the advantages and challenges of performance-based budgeting (PBB) implementation in the U.S. Information about the outcomes of research on successful implementation of PBB, is depicted. It outlines the several PBB models including service efforts and accomplishments (SEA), service delivery and performance accountability. An overview on the specific challenges to PBB implementation in the government of Guam, is also provided.
