- Abstract
The article reports the decision of the U.S. Supreme Court in the case "Massachusetts v. EPA" that broke new ground for state standing against the federal government, and made the threats of the state attorneys general. Topics discussed include federal courts' constitutional Article III jurisdiction over cases and controversies initiated by states; state actions against private actors or against other states; and Fifth Circuit's holding in "Texas v. United States."
