- Abstract
In this article, we examine the construction of entrepreneurship in Finnish Government Programs from the 1970s to 2010s. Entrepreneurship is an ambiguous concept that can be associated with e.g. discussions of labor market, politics and citizenship. We view entrepreneurship as a social construction, the meanings of which are constantly renegotiated. In our analysis, we utilize the theoretical framework of governmentality, and our method of analysis is discourse analysis. Additionally, we concentrate on entrepreneurship as part of the Finnish labor market. We view the Government Programs as rhetorical texts interacting with the formulations of citizenship and public discussion. In our analysis, we conclude that entrepreneurship is aligned with both economic growth and employment policy, but it has various roles. In the context of growth, businesses of high knowhow and innovative capabilities are seen crucial. This focus does not resonate with the position of entrepreneurship in the Finnish labor market. In the context of employment, rather than appearing as a call to become entrepreneur, entrepreneurship resembles an ethos, and it is intertwined with the discourse of active entrepreneurial citizenship. Thus, entrepreneurship functions as a metaphor for ideal citizenship.
