- Abstract
The article examines the effect of unemployment insurance on seasonal fluctuations in employment in the context of the U.S. industrial market. It investigates differences in demand-side behavior that may be caused by the manner in which the unemployment insurance is financed. Primary argument against an experience-rated unemployment insurance tax has been the claim that is ineffectual. It has been widely assumed that tax rates differentiated by employment experience result only in requiring firms in seasonal industries to pay higher tax rates than those in stable industries.
