- Abstract
This paper discusses a research that sought to identify and analyze the effectiveness of the social management on the Territory of Citizenship Noroeste Colonial of the State Rio Grande do Sul, since the categories of analysis that guided the study in search of results, from the perception of the members of the deliberative parity committee, referring to the effectiveness of the program actions, based in processes that aim on the participation of the involved. Thus, was created the category "effectiveness of the actions from the Territories of Citizenship Program" based on the concept of "common good" by Tenório et al. (2010) and on the Territories of Citizenship Program objectives. The results show that, to build the idea of citizenship on the territory, the citizens need to seize this public politic in a collective way and democratize the resources that are destined to entities to invest in territorial development shares. It is necessary to widen the participation at the Territorial Development Committee (Codeter), but mainly invest on capacitation and qualification programs, both for politic agents and for segments seen as high-priority in the design of the policy (especially indigenous communities, settlers by the Land reform process, fishermen and family farmers) due to the lack they feel when presenting the demands of their constituents in the form of projects to the deliberative parity committee.
