- Abstract
The search for a virtuous regime is an ancient subject of political philosophy, with questions on the possibility, conditions, and sustainability of the virtuous regime. This study examines Ibn Khaldun's approach to the virtuous regime. Evaluating five different political government forms in Muqaddimah, namely chieftainship, natural authority (despotic/authoritarian), political authority (rational politic), religious politics (caliphate), and political utopia, Ibn Khaldun considers natural authority fully vicious because it is despotic and serves the ruler's arbitrary dispositions. Then, he rejects political utopia as being unrealistic. Although he sees the chieftainship of Bedouin (rural) society and the rational politics of some sedentary societies as good governments because they serve worldly interests, Ibn Khaldun does not consider them virtuous in the real sense. So, religious politics is the only virtuous government with "true justice" since it ensures the happiness of humanity in this and the other world under the guidance of revelation. On the other hand, Ibn Khaldun states that the religious politics took place only as an exception in the early Islamic society under the guidance of the Prophet and cannot be repeated in the sedentary society and natural (despotic) authority. Thus, the realization of the virtuous regime was only the product of certain conditions, and since these conditions cannot be repeated in the sedentary society an despotic authority, virtuous governance is no longer possible. Ibn Khaldun's view on the impossibility of a virtuous regime becomes clear when we analyze his understanding of human nature and his thoughts on the nature of Bedouin (rural) and sedentary societies, and natural (despotic) authority.
