- Abstract
Colombian President Gustavo Petro recently presented the government's National Drug Policy for 2023, emphasizing the failure of the war on drugs and expressing support for phased decriminalization. The plan aims to address the social issues caused by drug trafficking, such as land dispossession, agricultural underdevelopment, migration, violence, and wealth inequality. By reducing drug production and commercialization, the government hopes to redistribute wealth, promote diversified agriculture, and improve community development programs. The plan includes measures to support affected territories and communities, as well as target the criminal organizations profiting from the illegal drug economy. The government's goal is to reduce coca and marijuana cultivation, cocaine production, and illegal financial gains. The new drug policy aligns with the objectives of the 2016 Peace Agreement and aims to address the violence associated with drug trafficking. However, challenges remain, including the persistence of violence and collusion between authorities and criminal groups. The United Nations has affirmed the importance of peace initiatives and expanding state presence to protect vulnerable communities, particularly in rural areas. The production, trafficking, and consumption of drugs in Latin America have significant impacts on quality of life, social exclusion, violence, and governance.
